REFORMS WE NEED

2024 Priorities

Fines and fees are causing economic hardship for many Wilmington residents, trapping people in a cycle of civic debt that undermines the financial stability of families and neighborhoods.

Recognizing the harms of fines and fees in our community, residents are organizing and working with city leaders to change Wilmington’s fines and fees and make sure they do not place a disproportionate burden on vulnerable communities.

  • Parking & Red Light Tickets

    • Reduce late fees for parking tickets so they don’t jump to $100 in 90 days.

    • Get an outside assessment of Wilmington’s Red Light Camera program to make sure it’s about making our streets safer, not generating revenue.

  • Booting and Towing

    • End booting and towing for late parking and red light tickets.

  • Water Billing

    • No water rate increases in 2024.

    • End water bill foreclosures for home-owners who are behind in their water bills.

    • End water shut-offs for households that include the elderly, disabled, or children under 5.

    • Hire a consultant to help Wilmington develop a water affordability program to make sure no one goes without water because of limited income.
